Administrative Rules
The administrative rules define the specific standards, criteria and guidelines that govern the Department's operations. The administrative rules are based on the legislation defined in the Iowa Code. The rules are created through a process of confirmation by the Department, the public and legislative rules committees.

Iowa Code
Chapters 216B, 216C and 216D detail the mandates of the Department for the Blind, the rights of persons who are blind or partially blind and persons with physical disabilities and the operation of food service in public buildings.

Randolph-Sheppard Act
This federal law gives blind individuals priority for vending and cafeteria operations in federal facilities.

Rehabilitation Act, as Amended by WIOA, July 22, 2014
The federal Rehabilitation Act is the legislation that mandates the state Vocational Rehabilitation programs and has been updated by the Workforce Innovation and Opportunity Act (WIOA).
