The administrative rules are based on the legislation defined in the Iowa Code. The rules are created through a process of confirmation by the Department, the public and legislative rules committees.
Chapters 216B, 216C and 216D detail the mandates of the Department for the Blind, the rights of persons who are blind or partially blind and persons with physical disabilities and the operation of food service in public buildings.
